Draft available of the first update of the National Integrated Energy and Climate Plan 2021-2030 (PNIEC)

The Council of Ministers, at the request of the Ministry for the Ecological Transition and the Demographic Challenge (MITECO), sent the draft of the first update of the National Integrated Energy and Climate Plan 2021-2030 (PNIEC) to the European Commission at the beginning of July. . At the same time, the draft is submitted to public hearing and information until September 4. The review proposal increases the ambition to achieve carbon neutrality before 2050, curb the impact of global warming and modernize the economy: emissions reduction increases from 23% to 32% in 2030. 

In recent years, the EU has been provided with Next Generation funds, which has launched, among others, the REPowerEU Plan to promote the diversification of supply and the acceleration of the energy transition in the face of war; and is developing the Green Deal Industrial Plan, focused on reinforcing strategic autonomy and productive capacities.

Ambitious climate and energy goals

The PNIEC 2020 proposed a 23% reduction in Greenhouse Gas emissions by 2030 compared to 1990, and this 2023 update increases the ambition to 32%; To do this, it increases the weight of renewables to 48% of final energy consumption.

Biogas can be part of the solution

The draft contemplates an annual production of 20 TWh per year of biogas in 2030, which has doubled compared to the previous version. This is equivalent to only 2% of current gas consumption, still far from the objectives set by the EU, which contemplates covering around 10% of natural gas demand with biomethane.

France, guest country at the III Renewable Gas Show with more than 500 biomethane plants operating, currently has a production of around 10TWh.
